What is Section 3?
Section 3 of the U.S. Department of Housing and Urban Development (HUD) rules requires that preference for hiring, training and contracting be given to public housing and low income residents for certain HUD, Community Development Block Grant (CDBG) and HOME funded projects.
When a CDA contracting or employment opportunity is subject to Section 3, it will be noted in the posting. If you believe that you qualify for Section 3 preference, you will need to complete the Section 3 Resident Request for Preference Form.

Please note:
- If you apply online for a Section 3 employment opportunity, the system will prompt you with supplemental questions that will ask if you are requesting Section 3 preference. Answer the questions online (you do not have to complete the paper Section 3 form).
- If you complete a paper application and want to request Section 3 preference, you will need to complete the Section 3 form posted above on this page and submit it along with your paper employment application.
