Cheryl Jacobson, Director of Administration & Intergovernmental Relations
The Administration Department is responsible for the overall management of CDA operations and carries out policies and resolutions adopted by the CDA Board of Commissioners and Dakota County Board of Commissioners. The department is the primary contact for the CDA Board of Commissioners and is also responsible for agency communications, information technology, the creation of new programs and personnel activities.

Community & Economic Development
Andrea Brennan, Director of Community & Economic Development
The Community & Economic Development Department assists private and non-profit developers of affordalbe housing with a variety of financing tools that are available through the CDA and works with Dakota County cities on a variety of activities that promote economic development, revitalize housing, redevelop blighted areas, renovate commercial buildings and strengthen local services and economies.

The department aslo assists homebuyers and homeowners with first time homebuyer financing, downpayment assistance, home improvement loans, weatherization grants, foreclosure and pre-purchase counseling and Home Stretch Homebuyer Education.

Finance

The Finance Department is responsible for the CDA's accounting and financial reporting, budgeting, cash management and risk management.

Housing Assistance
Kari Gill, Interim Director of Housing Assistance
The Housing Assistance Department administers the CDA's federal and locally funded rental assistance programs. The department also conducts the agency's annual Rental Market Survey.

Housing Finance & Development

The Housing Finance & Development Department oversees the planning, construction and rehabilitation of CDA owned senior and workforce housing.

Property Management
Anna Judge, Director of Property Management
The Property Management Department handles all of the leasing, management and maintenance of CDA owned properties.
