Mark Ulfers, Executive Director
The Administration Department is responsible for the overall management of CDA operations and carries out policies and resolutions adopted by the CDA Board of Commissioners and Dakota County Board of Commissioners. The department is the primary contact for the CDA Board of Commissioners and is also responsible for agency communications, the creation of new programs and personnel activities.
Dan Rogness, Director of Community Revitalization
The Community Revitalization Department works with Dakota County cities on a variety of activities that revitalize housing, redevelop blighted areas, renovate commercial buildings and strengthen local services and economies. The department also assists homebuyers and homeowners with financing, counseling and education.

Ken Bauer, Director of Finance, CPA, CPFO
The Finance Department is responsible for the CDA's accounting and financial reporting, budgeting, cash management, information technology and risk management.
Deborah Haugh, Director of Housing Assistance
The Housing Assistance Department administers the CDA's federal and locally funded rental assistance programs. The department also conducts the agency's annual Rental Market Survey.

Kari Gill, Deputy Executive Director
The Housing Finance & Development Department oversees the planning, construction and rehabilitation of CDA owned family, scattered site and senior housing. The department also assists private and non-profit developers of affordable housing with a variety of financing tools that are available through the CDA.

The Property Management Department handles all of the leasing, management and maintenance of CDA owned properties.
