Housing Quality Standards

All rental units that are assisted through the Housing Choice Voucher Program must pass a Housing Quality Standards Inspection. The following is an overview of inspection standards. You are encouraged to check the unit for any deficiencies before a CDA inspector arrives.

Lead Base Paint Exposure:
If the unit was built before 1978 and children under age 6 will occupy the unit, there must not be any chipped or peeling paint inside or outside the unit.

Dwelling Unit Must Include:

  • Living Room
  • Kitchen
  • Bathroom
  • One living/sleeping room for every two family members

All Rooms Must Have:

  • Ceilings and walls that are in good condition. There must not be any large cracks or any peeling and/or chipped paint or loose plaster.

  • Floors that are in good condition. The floor covering must not be curling or have loose edges or holes.

  • Windows that are in good condition. Windows must open and close. The sills and frames must not be rotting. There can be no cracked, broken, or missing window panes. Windows that are within six feet of the ground must have adequate locks that are permanently attached to the window.

  • Sources of power. All rooms must have two sources of power, except the bathroom which only requires a permanently installed light fixture. The kitchen must have one permanently installed light fixture and one outlet. All outlets and switches must have covers that are not cracked or broken with no exposed, frayed wiring. There must be no open, exposed electrical boxes or wires.

  • Heating. The dwelling unit must have a heating system that will heat the unit to a comfortable temperature and must meet local codes.

Kitchens

  • Must have a range, oven and refrigerator.
  • Oven and all burners of the stove must work with the pilot light or electric range.
  • The door gasket of the refrigerator must be attached to the door securely, forming a proper seal.
  • There must be hot and cold running water in the sinks, a drain with a trap, properly hooked to a waste line, with no leaks.
  • There must be adequate food preparation and storage areas, with adequate means to dispose of food wastes.

Bathrooms

  • Must be a private flush toilet that is fastened tight to the floor.
  • Must have a sink with hot and cold running water with no leaks.
  • Must have a tub or a shower.
  • Must be adequately ventilated, a fan or openable window must be present.
  • There must be no rotten or weak area on the floor or any water damage to the ceiling.

Bedrooms

  • Must be either two outlets or one light and one outlet in each bedroom.
  • Window must open and be large enough to use for an emergency exit.
  • Must have a source of heat.

Steps and Porches

  • Any porches, balconies or decks that are more than 30 inches above ground must have a rail 36” high.
  • All stairs (inside and outside) with four or more steps must have a handrail.
  • All steps must be sturdy.

Site: Must have no hazards in the area (such as broken down buildings or large amounts of trash or junk).

Infestation: There must be no insects or rodents in the unit.

Smoke Detectors: Must work and be located on each level of the unit and conform to local code.

Mobile Homes: Must have tie-downs.
