Scattered Site Public Housing Program

The Scattered Site Public Housing Program is designed to provide affordable housing to both individuals and families with low- and moderate-incomes. The CDA owns and manages 244 single family homes, duplexes, fourplexes and townhomes located throughout Dakota County.

Applicants must meet eligibility requirements prior to becoming a resident of the program. This includes meeting program income guidelines, providing good landlord and credit references and passing a criminal history check. Applicants must lawfully be in the United States.

Rents
Eligible families pay 30% of their adjusted monthly income toward rent. Security deposit is either one month's rent or a minimum of $500 (whichever is greater).

Waiting Lists
Waiting lists for this program are grouped by cities. The following are the waiting lists that you may apply for:

  1. Apple Valley/Rosemount
  2. Farmington/Lakeville
  3. Hastings
  4. Inver Grove Heights/West St. Paul
  5. Burnsville/Eagan

Preference is given to applicants who currently live, work or go to school full-time in Dakota County and whose incomes are between the preference and maximum income limits for the program.

NOTE: The non-preference (non-resident) public housing waiting lists are closed.

How to Apply
Applications for the Scattered Site Public Housing Program must be completed at the CDA's office located at 1228 Town Centre Drive, Eagan between the hours of 8 a.m. and 4 p.m. weekdays. To accommodate those who are unable to apply during these hours, the CDA is open the third Wednesday of each month until 7 p.m. For driving directions to the CDA's office click here.

Information Needed to Complete Application

  • Social Security Numbers for each household member
  • Employment Information (Employer name & address, hourly wage & # of work hours/week)
  • Other Sources of Income (amount and how often received)
  • Bank Account (Bank name, address, account #, balance, interest rate)
  • Other Asset Information (Type, account #, balance, interest rate/dividends)
  • Child Care Expenses (Provider name, address and amount)
  • Rental History (Names, addresses and phone numbers of current and three previous landlords)
  • Utility Expenses (Company name, address and account #)
