Notice of Public Comment Period: Proposed Substantial Amendments to the Dakota County HOME Investment Partnership (HOME) Program Budget and Community Development Block Grant (CDBG) Program (Years Noted Within)

A 30-day notice is hereby given of an opportunity for public comment on proposed substantial amendments to the Dakota County HOME Investment Partnership (HOME) Program Budget for Program Years 2019, 2020, 2021 and 2022 and available, if any, program income; and the Dakota County Community Development Block Grant (CDBG) Program for Program Years 2020 and 2021.

Proposed substantial amendments to the Dakota County HOME Program Years 2019, 2020, 2021 and 2022

  1. The Dakota County Community Development Agency (CDA) is proposing to allocate approximately $400,000 of available HOME to homeowner activities. Twin Cities Habitat for Humanity, Inc. requests the funds for the purpose of acquiring and rehabilitating ten homes located in Eagan, Hastings, Burnsville, Rosemount and West St. Paul. When the rehabilitation of the homes are complete and ready for occupancy, Twin Cities Habitat for Humanity will sell the homes to buyers meeting the eligibility criteria.
  2. The Dakota County CDA is proposing to allocate approximately $1,279,574 of available HOME funds to a new affordable rental housing activity. The Denmark Trail Workforce Housing Limited Partnership, of which the Dakota County CDA will be the developer, requests the funds to construct the 40-unit Denmark Trail Townhomes located in Farmington.
  3. The Dakota County CDA proposed affordable rental activity, Nicols Pointe in Eagan will not use any HOME funding and is removed from the 2020 Action Plan and Ramsey County removes their FirstHOME homeowner activity from their 2019 and 2021 Action Plan Years.

Proposed substantial amendments for the Dakota County CDBG Program

  1. The Dakota County 2020 Action Plan shall be amended to create the Twin Cities Habitat for Humanity Acquisition CDBG activity for the purpose of acquiring ten homes located in Eagan, Hastings, Burnsville, Rosemount and West St. Paul. and fund it with a budget of $15,000.
  2. The Dakota County 2021 Action Plan shall be amended to create the Twin Cities Habitat for Humanity Acquisition CDBG activity for the purpose of acquiring ten homes located in Eagan, Hastings, Burnsville, Rosemount and West St. Paul. and fund it with a budget of $85,000.

Approval of the amendment, subject to consideration of public comments, will be on the agenda of the Dakota County Board of Commissioners meeting to be held at the Dakota County Government Center, Administration Center, Boardroom (third floor), 1590 Highway 55, Hastings, MN 55033 on February 7, 2023 at 9:00 a.m.
