Colleen Loney Manor

Colleen Loney Manor is an 80-unit public housing apartment building located on Livingston Avenue in West St. Paul. These apartment units are designated for low- to moderate-income persons who are 62 years of age and older, handicapped or disabled, near elderly (50 years or older) and single persons.

Each apartment unit is designed specifically for independent living. There are 72 one-bedroom units, 3 two-bedroom units and 5 one-bedroom handicap and semi-handicap accessible units. All units are approx. 580 square feet.

Building amenities include an elevator, 24-hour emergency call system, on-site resident caretaker, laundry facilities, game room, library and community room with kitchen. A congregate dining program that serves noon meals on weekdays is available to residents.

Applicants must meet eligibility requirements prior to becoming a resident of the program. This includes meeting program income guidelines, providing good landlord references and passing a criminal history check. Applicants must also lawfully be in the United States.

Preference is given to applicants who live, work, go to school full-time or have immediate family living in Dakota County and whose incomes are between the preference and maximum income limits for the program.

Rent

Residents pay 30% of their adjusted annual income toward rent.

Heat, water, sewer and trash are included with rent. Resident's are responsible for electricity and telephone utilities. Security deposit is either one month's rent or a minimum of $325 (whichever is greater).

Parking
Free surface parking is available. Car heater plug-ins are available to rent for $15 per month.
