Weatherization & Energy Efficiency Programs
Energy Assistance Program
Households that have applied for and are eligible for the Energy Assistance Program are automatically referred to the Weatherization Program.
The Energy Assistance Program is administered by the Scott-Carver-Dakota CAP Agency www.capagency.org. This program provides grants to help income qualified homeowners pay their heating bills. Weatherization Assistance Program
Weatherization services will permanently reduce energy bills by helping to make your home more energy efficient. The Weatherization Assistance Program is administered as a joint effort between the CAP Agency and the CDA. The program provides income qualified homeowners in Carver, Dakota and Scott Counties with a grant to assist with making their home more energy efficient.
Grant funds are used to:
- Reduce air leakage
- Insulate attics or walls
- Replace inefficient refrigerators, lighting or shower heads
- Upgrade furnaces
- Make other related health and safety improvements
Weatherization Assistance Program Income Limits:
If you qualify for the Weatherization Assistance Program, the CDA’s Energy Specialist will conduct an energy audit on your home to determine solutions to improve your home’s energy efficiency. The CDA will assist you in selecting a qualified contractor to complete the work. Payment is made directly to the contractor on your behalf when the work is completed and after the CDA has inspected the work.

Weatherization Plus Loan Program
The CDA Weatherization Plus Loan Program offers low- to moderate-income homeowners in the cities of Eagan and Rosemount an opportunity to receive weatherization services with a zero percent, forgivable loan.
Eligible applicants must:
- Reside within the City of Eagan or the City of Rosemount
- Own their own home
- Demonstrate ability to make mortgage payments
- Have a gross annual income within the program income limits
- Cannot have assets greater than $60,000
- Zero percent interest
- No monthly payments
- Forgivable 15 year loan, with graduated forgiveness that includes 1/5 (20%) of the principal loan amount forgiven every three years
- Repayable when ownership changes or you move from the property prior to the end of the forgivable loan period
- $4,000 loan minimum; $8,500 loan limit
Weatherization Plus Program Income Limits:
If you qualify for the Weatherization Plus Loan Program, the CDA will conduct an energy audit on your home to determine the solutions to improve your home’s energy efficiency. Loan proceeds are kept on account for you by the CDA and payment is made directly to the contractors on your behalf when the work is completed. Inspection of work in progress and upon completion is required by both you and the CDA before annual payment is made.
Please note: this is a pilot program and funds are limited. At this time, we are accepting applications. Please submit application and all required documentation. Applications will not be reviewed until all documentation is received.
