Public Comment Period - Agency Plan

This notice is to announce the beginning of a forty-five (45) day public comment and review period of a draft of the Dakota County Community Development Agency’s (CDA) Comprehensive Housing Agency Plan (Agency Plan). The purpose of the public comment period is to receive comments from and to pass information to the general public concerning the Section 8 and Public Housing Programs administered by the Dakota County CDA.

The 2012 Public Housing Agency Annual PHA Plan Update was developed in compliance with the Quality Housing and Work Responsibility Act of 1998.  A draft of the 2012 PHA Plan is available for review at the Dakota County CDA office at 1228 Town Centre Drive, Eagan, MN or by clicking on the link below:

Comments will be accepted now through February 27, 2012. Upon request, the Agency Plan can be made available in an alternative format by contacting the CDA. 

Public Notice - Substantial Amendments to CDBG

Notice is hereby given of an opportunity for public comment on proposed substantial amendments to the Dakota County Community Development Block Grant (CDBG) Program for Federal Fiscal Years 2006, 2007, 2008, and 2009.

Proposed Substantial Amendments

The CDBG 2006 Action Plan shall be amended to:

  • Reallocate all remaining funds from the Lakeville Pioneer Plaza Planning activity with a current balance of $3,764.11.
  • Increase the Lakeville Residential Rehabilitation activity from a current budget of $0 to $3,764.11

The CDA 2007 Action Plan shall be amended to:

  • Delete the Lakeville Commercial Rehabilitation activity with a budget of $10,000.
  • Create the Lakeville Spot Acquisition and Clearance activity with a budget of $10,000.

The CDA 2008 Action Plan shall be amended to:

  • Delete the Lakeville Commercial Rehabilitation activity with a budget of $50,700.
  • Create the Lakeville Spot Acquisition and Clearance activity with a budget of $50,700.

The CDA 2009 Action Plan shall be amended to:

  • Decrease the Lakeville Commercial Rehabilitation activity with a budget of $66,000 to $11,700.
  • Create the Lakeville Spot Acquisition and Clearance activity with a budget of $54,300.

An amendment to revise the national objective to a 2006 City of Eagan activity for the Cedar Grove Redevelopment Area was published on October 20, 2011, for public comment but did not go to the County Board for approval as anticipated.  It is now scheduled to go before the Dakota County Board for approval on Tuesday, February 14, 2012. 

Persons seeking more information on these proposed substantial amendments should contact Lisa Henning, Assistant Director of Community and Economic Development, at the Dakota County Community Development Agency (CDA), telephone (651) 675-4467.  Public comments may be submitted orally or in writing to the CDA through February 26, 2012.  Approval of the amendment, subject to consideration of public comments, will be on the agenda of the Dakota County Board of Commissioners meeting to be held at the Dakota County Government Center, third floor, 1590 Highway 55, Hastings, MN 55033 on February 28 at 9 a.m.

Public Notice - Opening of Grande Market Place Project Based Voucher Waiting List

Beginning Tuesday, January 17, 2012 and until further notice, the Dakota County Community Development Agency (CDA) will be accepting preference only applications for the Grande Market Place Project Based Voucher (PBV) waiting list. Preference applicants are those who live, work, are hired to work or go to school full-time in Dakota County. Applications will not be accepted from non-preference applicants.

Grande Market Place, located in Burnsville’s Heart of the City, has 23 two-bedroom subsidized units for low-income families who are current recipients of MFIP or who have received MFIP within the last 24 months. Participants of the PBV program pay 30% of their income towards their rent and the CDA pays the difference through federally obligated dollars.

Applicants must qualify for a two-bedroom unit (based on household size and composition) and have incomes below 50% of area median income adjusted for household size (ex. $41,950 for a family of four).

Applications must be filled out in person at the Dakota County CDA’s office located at 1228 Town Centre Drive, Eagan, Minnesota. Applicants must provide a photo ID for proof of identity and proof that they live, work or go to school full-time in Dakota County. Examples of proof of ties include: current lease, a current utility bill (gas, electric, water/sewer, trash removal), school transcript or note from employer on company letterhead (employer must be located in Dakota County).

Applications are available Monday – Friday from 8 a.m. to 4 p.m. The CDA is also open until 7 p.m. the third Wednesday of the month to accommodate those who are unable to apply during regular business hours.
