This program serves households earning below 60% of area median income (AMI) adjusted for family size. Most developments require income at initial lease up to be below 50% of area median income.

Income limits are as of April 2025 and are subject to change.

Applicants must meet the following minimum income requirements:

1 bedroom applicants: $22,944
2 bedroom applicants: $26,616
3 bedroom applicants: $29,952
4 bedroom applicants: $36,720

For households that receive rental assistance, the minimum income requirements are waived. Rental assistance programs can include the federal Housing Choice Voucher (Section 8) Program, VASH, Family Unification Program, or other State or locally funded rent assistance programs.

Preference is given to households who live or work in Dakota County or to households that do not have a permanent address in Dakota County, but receive benefits from Dakota County Employment & Economic Assistance (such as DWP, GA, MFIP, MSA, and SNAP). 

Water, sewer and trash are included in workforce housing rents. Residents are responsible for electricity and gas utilities.

Interested applicants can apply online using any device with internet access, including computers, laptops, tablets or smart phones. If you do not have access to the internet, you can access computers at public libraries.

• Create a CDA MyHousing account username and password. You must have an email address to create an account.
  • Only one application per household.
  • The head/co-head of household must have date of birth and a Social Security Number.
  • Application can be translated into other languages.
• Complete the online application and submit.

After you submit your application to the CDA:

Step 1. The application is screened for initial eligibility.

Step 2. If you are eligible, you will be placed on the waiting list and will receive a confirmation email.

Step 3. Once your name approaches the top of the list, you will receive communication from the CDA to start the program eligibility process.

Step 4. Staff will verify your income, rental history, credit and criminal background check. Your application fee is due at this time.

Step 5. Your application will be approved or denied.

• If approved: you will be placed on the waiting list until a unit becomes available.
• If denied: you will be removed from the waiting list. You may apply again if your situation changes and you meet eligibility requirements.

Step 6. You are offered a unit when one becomes available.
