Request for Proposals: Lead Risk Assessment Services – Housing Rehab Programs
The Dakota County Community Development Agency (CDA) seeks proposals from qualified Lead Based Paint Risk Assessment firms or individuals offering lead risk assessment services, joint ventures of qualified professionals and materials laboratories, and similar professional organizations or agencies to provide services for three years from July 1, 2025 through June 30, 2026, as required at various times and several project sites throughout Dakota County. These services relate to implementing the requirements of Title X of the Housing & Community Development Act of 1992 and implementing regulations of 24 CFR Part 35, as they apply to the CDA’s federally funded Housing Rehabilitation Loan Program and Rental Housing Rehab Loan Program.
The CDA will need to obtain Risk Assessments to identify lead-based paint (LBP) hazards in private owner and/or renter-occupied residential housing units built prior to 1978. These units are scheduled for rehabilitation using local, state or federal funds provided through a loan program. Clearance Testing will also be performed on those homes or apartment buildings found to have LBP hazards. The CDA may select one or more consultants to complete Risk Assessments and Clearance Tests during the contract period. All contractors must possess a current and valid Lead Risk Assessor License from the Minnesota Department of Health.
