This report commissioned by the Fair Housing Implementation Council (Twin Cities Metro Region) to examine the impediments or barriers to fair housing that affect protected classes within a geographic region. This involved a thorough examination of a variety of sources related to housing, affirmatively furthering fair housing, the fair housing delivery system and housing transactions, which affect people who are protected under fair housing law.
Sources for the report included census data; home mortgage industry data; federal, state and local housing complaint data; surveys of housing industry experts and stakeholders; and other housing information. It also included an active and involved public input and review process via direct contact with stakeholders, focus group sessions with housing experts, public forums to collect input from citizens, distribution of draft reports for citizen review and formal presentation of findings.

Annually since 2003, the CDA has published a CAFR report. The CAFR contains information about the CDA, its programs, environment and financial condition.
The CDA has received Certificates of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada annually since 2002. This is the highest form of recognition in the area of governmental and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

The Public Housing Agency (PHA) Plan is a comprehensive guide to a public housing agency's policies, programs, operations and strategies for meeting local housing needs and goals.
There are two parts to the PHA Plan including the 5-Year Plan, submitted by PHA's to the U.S. Department of Housing and Urban Development (HUD) every fifth PHA fiscal year, and the Annual Plan, submitted to HUD once every year.
PHA's that administer public housing or the Housing Choice Voucher Program are required to submit a PHA Plan. This document also serves as the application for the Capital Fund Program, the funding source for operation and maintenance of public housing units.

As part of the American Recovery and Reinvestment Act (ARRA) of 2009, Community Development Block Grant (CDBG) funding was appropriated to states and local governments to carry out on an expedited basis, eligible activities under the CDBG program. These fund are referred to as CDBG-R funds.
The CDBG-R allocation for Dakota County is $460,585. The following PDF file contains Dakota County's application for proposed uses of the CDBG-R allocation.

Narrative - Single Family Housing Rehab
The CAPER is an annual report for the Community Development Block Grant (CDBG) and HOME programs. The CAPER reports the receipt and expenditure of funds and the accomplishments achieved during the participating jurisdiction's fiscal year. The Dakota County CDA submits a CAPER to the U.S. Department of Housing and Urban Development within 90 days of its fiscal year end.

The Consolidated Plan is a document written by a State or local government (participating jurisdiction) describing the housing needs of its low- and moderate-income residents, outlining strategies to meet those needs and listing all resources available to implement the strategies.
This document is required in order to receive Community Planning and Development funding from the U.S. Department of Housing and Urban Development (HUD). Participating jurisdications submit Consolidated Plans to HUD once every three or five years. The Dakota County CDA submits a Consolidated Plan every five years.

The Dakota County Community Development Agency (CDA) receives its funding for the Housing Choice Voucher Program from the U. S. Department of Housing and Urban Development (HUD). The CDA enters into an Annual Contributions Contract with HUD to administer the program requirements on behalf of HUD. The CDA must ensure compliance with federal laws, regulations and notices and must establish policy and procedures to clarify federal requirements to ensure consistency in program operation.
To do this, the CDA has an Administrative Plan for the Housing Choice Voucher Program which is required by HUD. The purpose of the plan is to establish policies for carrying out the programs in a manner consistent with HUD requirements and local goals and objectives contained in the CDA's Public Housing Agency Plan. The Housing Choice Voucher Program Administrative Plan is updated on an as-needed basis.

On September 26, 2008, the U.S. Department of Housing and Urban Development (HUD) announced the Neighborhood Stabilization Program (NSP), a $4 billion initiative aimed at providing emergency assistance to local agencies to acquire and redevelop foreclosed properties.
Dakota County received a direct allocation of $2,765,991 through the program from HUD. The funding has been allocated to the Dakota County Community Development Agency (CDA) to administer on behalf of Dakota County. Additionally, the CDA was awarded an additional $1 million from a competitive grant application process from Minnesota Housing. This funding is targeted to a neighborhood in West St. Paul.
The CDA worked with Dakota County and local cities to receive feedback on how the new funding would be best implemented in communities to address the greatest needs in the county within the parameters specified by HUD. The following program proposal was submitted to HUD on December 1, 2008 and has been approved.
