The CDA has received Certificates of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada annually since 2002. This is the highest form of recognition in the area of governmental and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

The Public Housing Agency (PHA) Plan is a comprehensive guide to a public housing agency's policies, programs, operations and strategies for meeting local housing needs and goals.
There are two parts to the PHA Plan including the 5-Year Plan, submitted by PHA's to the U.S. Department of Housing and Urban Development (HUD) every fifth PHA fiscal year, and the Annual Plan, submitted to HUD once every year.
PHA's that administer public housing or the Housing Choice Voucher Program are required to submit a PHA Plan. This document also serves as the application for the Capital Fund Program, the funding source for operation and maintenance of public housing units.

The CAPER is an annual report for the Community Development Block Grant (CDBG) and HOME programs. The CAPER reports the receipt and expenditure of funds and the accomplishments achieved during the participating jurisdiction's fiscal year. The Dakota County CDA submits a CAPER to the U.S. Department of Housing and Urban Development within 90 days of its fiscal year end.

The Consolidated Plan is a document written by a State or local government (participating jurisdiction) describing the housing needs of its low- and moderate-income residents, outlining strategies to meet those needs and listing all resources available to implement the strategies.
This document is required in order to receive Community Planning and Development funding from the U.S. Department of Housing and Urban Development (HUD). Participating jurisdications submit Consolidated Plans to HUD once every three or five years. The Dakota County CDA submits a Consolidated Plan every five years.

In 2005, the CDA commissioned this comprehensive assessment of Dakota County's housing needs. The assessment was prepared for the CDA by Maxfield Research, Inc. The assessment projects housing demand for each community and township in Dakota County through 2030 and provides recommendations on the amount and types of housing (owner and rental) that will be needed to satisfy demand from current and future residents.
The assessment estimates that due to estimated job growth and changes in housing preferences, there will be a demand for 80,000 housing units in Dakota County by 2030. Of those, nearly 8,000 will need to be affordable to low- and moderate-income households.

Since 1985, the CDA has conducted an annual survey of market rate rental housing in Dakota County. Rental units represented in the survey are from voluntary responses to survey questions. The survey features special sections for assisted/congregate living, senior and tax credit housing.
The 2007 survey covered 20,688 rental units. The overall vacancy rate in Dakota County decreased to 4.7% down from the 2006 vacancy rate of 6.18%.

In 2005, the CDA in conjunction with Wilder Research conducted a survey of over 1,000 residents living in CDA owned senior housing. The survey was conducted to gauge satisfaction of residents' living environment and services needs and preferences. In 2002, the CDA worked with Market Research Partners, Inc. to assess all of the cities and townships in Dakota County for their need for affordable rental units for families through the year 2020. The study identifies housing markets, growth patterns and multifamily land supply in Dakota County.
