Frequently Asked Questions

How do I apply?
Applications for the Senior Housing Program are available at the CDA’s office located at 1228 Town Centre Drive, Eagan between the hours of 8 a.m. and 4 p.m. weekdays. For driving directions to the CDA’s office click here. To request an application by mail, call (651) 675-4440.

Do I have to live in Dakota County to apply?
No; however, preference is given to seniors who live, work or have immediate family living in Dakota County.

Is there an application fee?
There is no fee when you apply for the Senior Housing Program. However, when you are invited in to verify your application a $25 fee will be charged for processing your application. This fee covers the cost of ordering credit and criminal background reports to verify eligibility for the program.

How much is rent?

One-Bedroom Apartment

  • Based on 30% of household’s annual income.
  • Minimum rent = $348
  • Maximum rent = $640

Two-Bedroom Apartment

  • Based on 32% of household’s annual income.
  • Minimum rent = $513
  • Maximum rent = $810

O’Leary Manor & Lakeside Pointe, Eagan

  • One-bedroom apartment = $527
  • Two-bedroom apartment = $646

Market Rate Units

  • 25 units at Parkview Plaza, Mendota Heights
  • 14 units at River Heights Terrace, South St. Paul
  • One-bedroom apartment = $715
  • Two-bedroom apartment = $895
  • Garage space included with market rate units
  • No income limit requirements

Rents are as of January 1, 2008 and are subject to change.

What utilities are or are not included with rent?
Included = Heat, water, sewer and trash
NOT Included = electricity, cable and telephone

How much is the security deposit?
The security deposit is equal to one month’s rent.

What are the income guidelines?
The following income limits are as of February 2008 and are subject to change.
1 person household = $43,050
2 person household = $49,200

Can I use my Section 8 Housing Choice Voucher with this program?
Yes, you can use your Section 8 Housing Choice Voucher with the Senior Housing Program.

How many waiting lists can I choose?
You can choose as many waiting lists as you wish. You will be contacted by mail once your name reaches the top of a waiting list.

How long is the waiting list?
Waiting list length depends on location. Typically the wait is between 12 to 24 months.

Do I have to take the first unit I’m offered when I reach the top of the waiting list?
No, you can choose to have your name put to the bottom of the list if you do not wish to move into the unit that you are offered.

Are pets allowed?
No, pets are not allowed.

What is the square footage of the apartments?
One-bedroom apartments range from approx. 650-750 square feet and two-bedroom units range from approx. 850-950 square feet.

Can I see the buildings?
You can drive by the buildings and when you are offered a unit you will have the chance to see the inside of the building.

Are the buildings secure?
Yes.

What appliances are included in the apartments?
All of the apartments have a refrigerator, stove and microwave.

Are there dishwashers in the apartments?
No.

Are there washer/dryer hook-ups in the apartments?
No, but there are community laundry rooms with coin operated washers and dryers available in the building.

Are there ceiling fans?
Most of the developments do have ceiling fans and the apartments that don't will have a ceiling fan installed in the living room/dining room area in the near future. Residents are allowed to add their own ceiling fans, but are required to check with their property manager first and must follow all safety guidelines.

Are there garages? Are they heated?
Yes, there is underground heated parking available at all of the senior buildings. Parking spaces are an additional $45 per month.

Can I rent more than one garage space?
Yes as long as spaces are available.

Is there air conditioning in the apartments?
Yes, there are air conditioning units in all of the apartment units. Residents are responsible for the electrical cost of using the air conditioning.

Are there activities in the building?
A resident association is formed at each building that coordinates activities such as crafts, bingo, card games, bus outings, coffee breaks, etc. The types of activities vary from building to building and participation is optional.

What is the Senior Nutrition Program and where is it available?
The Senior Nutrition Program is a hot noon lunch served weekdays by the Dakota County CAP Agency. The program is available at Cameo Place, Eagle Ridge Place, Mississippi Terrace, Oakwoods of Eagan, Orchard Square, Parkview Plaza and Winsor Plaza. Those living in buildings without the Senior Nutrition Program are also able to partake in the meals at the participating buildings. A nominal donation is asked of participants.
