The Administration Department is responsible for the overall management of CDA operations and carries out policies and resolutions adopted by the CDA Board of Commissioners and Dakota County Board of Commissioners. The department is the primary contact for the CDA Board of Commissioners and is also responsible for agency communications, marketing, legislative activities, information technology, creation of new programs, and personnel activities.
Community and Economic Development
The Community & Economic Development Department assists private and non-profit developers of affordable housing with a variety of financing tools that are available through the CDA and works with Dakota County cities on activities that promote economic development, revitalize housing, redevelop blighted areas, renovate commercial buildings and strengthen local services and economies.
The Finance Department is responsible for the CDA’s accounting and financial reporting, budgeting, cash management, and risk management.
The Housing Assistance Department administers the CDA’s federal and locally funded rental assistance programs.
The Housing Finance & Development Department oversees the planning, construction and rehabilitation of CDA owned senior and workforce housing.
The Property Management Department handles all of the leasing, management and maintenance of CDA owned properties.
